That has been the statistic for years. I even wrote a post about it on Open Salon years ago (about 2009/2010). Unfortunately, that statistic does NOT include kids like we have in what are essentially Concentration Camps on the border. THOSE kids are being abused every second of every day they are in custody… which makes the “every 8 minutes” sort of moot.
