The short answer is that propaganda is essentially a form of salesmanship. What differentiates Fox News from, say, CBS is that Fox News is first and foremost a sales organization. Instead of being fed information, you’re being sold a conclusion.
The more detailed answer is that propaganda involves some sort of deliberate deception. We’re saints, they’re Satan. There is no subtlety and, most importantly, the inconvenient is at best glossed over. At worst it is blatantly lied about.

At least some of the people at Fox know better and are involved in “deliberate deception” for personal gain….
